I definitely think they do to help get people to buy their products. After all it is a very rampant and a million dollar business. Do you think even Norton makes virus and spyware to effect people with?

No.
What does happen though is borderline legitimate programs like Xoftspy, AdwareAlert, NoAdware, etc entice new users with "free" scans and then scare them with exaggerated and false findings, which they then feel that they have to buy the program to get rid of.
Scareware programs such as these are much more prevalent than real malware being created with the intention of selling anti-malware products.

I don't think they do. The reason is because there are enough viruses made each week that it's already enough of a reason to get you to buy their products.
Now if virus writers stop producing viruses then they would say "What if you get infected with the older viruses still going around?" They always have a reason to stay in business.
